Yes
1.3 - most likely not too much.
Yes 1.3 already has improvements and more are being found and implemented.
2.0 - this will likely see some more significant improvements since
php4 is dropped.
There are other improvements that are not related specifically to dropping php 4, these changes will be back ported to 1.x series of the code to help improve performance.
Any advancements after 2.0 are also likely to offer improvements as
more and more code is php5 optimized.
