That is called reverse geocoding. The Google Maps API supports
reverse geocoding (Since 2.133):

You could also investigate geonames.org:
http://www.geonames.org/export/reverse-geocoding.html

or the other third party geocoders on this page:
http://groups.google.com/group/google-maps-api/web/resources-non-google-geocoders
