Mouseover, Tooltips and KML polygon questions

API and Javascript newbie. Windows Vista, IE8.

I have a map at:

which was built mainly from the map at:

http://gmaps-samples.googlecode.com/svn/trunk/ggeoxml/ggeoxml_loader.html

that came from the Google blog at:

http://googlemapsapi.blogspot.com/2007/03/kml-and-georss-support-added-to-google.html

The polygons etc. on my map are loaded from multiple KML files, one
for each of the layers listed in the sidebar on the left.

The first problem is that when I update the KML files then reload the
map in IE using F5 it does not reload the KML files. They still
display the old data. If I open the map in a new tab then it loads the
new data.

The second problem is mouseovers. Highlighting of the polygons using
the KML Stylemap works for Earth view but not for the Map and Hybrid
views. I have read that Stylemap is not supported by the Maps API, but
it is obviously supported for the earth view. I want mouseover to work
for all views.

I also want it to pop up a tooltip similar to this page:

http://econym.org.uk/gmap/example_maptips4.htm

where the popup location is based on the latitude and longitude that
is defined in the script for each layer.

I would actually like the mouseover on the map to highlight the
sidebar and vice versa like this one:

http://www.3dgooglemodels.com.au/test/zindexmarkertest.html

I've done some experimenting but not had much luck. Any advice would
be much appreciated.
