[Rails] db:migrate do not run correctly

Hi,

When i run this command i have an error :
>rake db:migrate --trace
rake aborted!
NoMethodError: undefined method `ord' for 0:Fixnum: SET NAMES 'utf8'

my database.yml file is here :
