I believe you can provide the safe concurrency managment by using DB transactions. Since you don't care about sequence between separate activities you can run following snippet:
 
try
db.BeginTransaction
db.RunCommand(insert or update etc.)
db.CommitTransaction
catch
db.RollbackTransaction
