I don't believe you can override that with a setting. Easiest option,
if you really don't want the "blank=True"s everywhere, is to just
extend each field class you intend to use:
class MyCharField(models.CharField):
def __init__(self, *args, **kwargs):
if 'blank' not in kwargs:
kwargs['blank'] = True
