Static Map Use Question

I am setting up a Static Map image for a client and they want to put
the image inside a PDF that is delivered online from their website.
Basically it has a Address with a small 300x200 map next to it.

Does this violate the terms of use ? The terms say is has to be on a
website, the PDF is part of their website so does that count ?

Any input would be appreciated.
