Quick question before I start

I've got a quick question regarding the API rules.

My understanding is that apps must be publicly accessible, does that
mean the data and the app?

What I'm thinking of doing is taking the map API and making it easy
for scientist to use Google maps for basic GIS analysis (as opposed to
having their department have to pay out silly money for desktop
software).

However the data would have to be kept from the general public (their
would be legal issues here in the UK to say nothing of the ethical
issues), and I think the rules would prohibit that, but I thought I
should ask just to check.

BTW this is only at the idea stage, and I haven't even spoken to the
social scientists who would be the target audience, let alone thought
about how I'd do it so it may well all come to nothing, and so I won't
be heart broken if I'm right and can't :)
