Have you tried it?
You set a marker image by URI.
There are plenty of examples under 'custom icon' and similar search
keywords.
If you can construct a URI to point at your local image you can try
it.
It won't work for anyone else that views your public facing webpage,
of course, which makes it a bit pointless.
