Tried in Lance's alternative GeoXml parser
http://www.microimages.com/ogc/newtntmap/gmap.htm?kml=http://jftremblay.net/google/regions.kml
which is more vocal and gives a clue about character encoding.

An XML validator doesn't like it either
http://www.validome.org/xml/validate/?lang=en&url=http://jftremblay.net/google/regions.kml

I think you'll need to encode your text into UTF-8
