Interactive Polygons / Clustering information

Hi there,

I have two questions. I'm new to the google maps api and need a push
in the right way. Hope you can help me out with links / tips / names /
tutorials or examples.

1. I want interactive polygons to mark neighbourhoods in a city. Do I
have to programme this from scratch or are there any easy wysiwyg
websites diy guides or programmes. I heard about using shapefiles of
kml files but still can't figure out how to work with this.

2. Clustering. Per neigbourhood I have information say I have 4 stores
(yellow circles) and 4 busstations (red circles) I see these on street
level. But when I zoom out so I have an overview of the neighbourhood
I want to see a cluster of this information in one circles so in this
case its a circle that's split in two, one half is yellow one half is
red. And how do I say that this cluster is only taking information
from the neighbourhood i've drawn (see question 1) and not from
surrounding neighbourhoods.

Well I hope you can guide me in the right way.
If there is a far more easy way to fake this process also please let
me know. I'm in the start of a project and calculating all the
information by hand is still possible and might save us time.
