I own iphone and while I can agree that average iphone app is better
quality than android one it's not a dramatic difference (you know
there was a lot of bikini wallpapers apps until no bikini or skating
tights rule was introduced), apple review process is not about quality
- it's about rules. There was similar cases when apple removed devs
accounts with 1000+ apps (just like google doing now).

The publisher fee should be a tool to control app submission because
spamming with new apps is used to workaround constraint put by google
on "just in" list - if you update you app to frequently (I think it's
once per week) it will not show in just in list.
