Geocoding works without API-Key

Hello,

I wonder why I get a correct response from the reverse geocoding even
without adding a valid API-Key as URL-GET-Parameter (e.g.:
http://maps.google.com/maps/geo?&q= ........ &output=csv&key=).

Is a valid key needed or not? Are there any constraints when NO valid
key is given?
