How to supply bindAddress

Am currently looking at this page

http://code.google.com/p/google-web-toolkit/wiki/TroubleshootingOOPHM

It says "You need to supply -bindAddress 0.0.0.0" for cross - machine debugging. Can someone help me where I need to supply that address?
