It's possible technologically to create a map like that with the API
v3. And if your programmer has the javascript experience, time to
learn how and to find the resources for things like marker clustering,
she could probably create it herself.

Of course, she could probably look at the code on that page and see
very quickly it was created with ver 2.x of the API. If a programmer
can't figure that out, you would want to hire out for that part of
your project.
