There have been many similar questions, and I generally disagree with
Shane.
It is the *map* which needs to be publicly accessible, not your data.
If anyone can access the map, you meet the terms. If (for example) a
cookie is set which allows data to be added to that map, that's still
within the terms. What you can't do is have different *maps* for
different groups of people, so you couldn't have your map+data page in
a password-protected directory, for example.
