Your link doesn't give a zoom, so there's no information about which
tiles the server should use to create the static map. This link will
work: http://maps.google.com/maps/api/staticmap?maptype=satellite&sensor=false&size=260x260&center=0,10&zoom=1

Zoom=0 doesn't work, and that may be because the server-side code is
interpreting zoom=0 as not specifying the zoom at all. There doesn't
appear to be an issue about that.
