I take it you live outside the US. Here, the carriers are king and can
mandate very silly things.
I just had a very difficult time updating my old iPhone, which no
longer has a plan, as it really wanted and expected to have an ATT
data plan for activation.
So while I don't know about Android, I must say one should not expect
logic when carriers have any chance to meddle.
Of course, this puts Google in an uncomfortable position, with it's
motto being "Do no evil", and the carrier's being "We are evil".
