I sorted it out myself )) The source of the problem was that <set-
property name="locale" value="default"> tag was included in our module
descriptor.

It seems that once locale is set in module descriptor, it cannot be
overridden in <meta> tag or query string.

And once the locale is set in <meta> tag, it cannot be overridden by
query string --- it seems that this fact is somehow omitted in
manuals )
