when doing async re-use htc pre-downloaded

my css body {
behavior: url("csshover3.htc");
}

i using async uibinder to get portion of the html. those portion html
are not hover enabled . i try put

.outerloop_asynchmlt {

behavior: url("csshover3.htc");

}

this make the async request become very slow. i guess, it was due to
time take to re-download the csshover3.htc. how to re-use htc file
when using async?
