[android-developers] Who's handling hard key long press?

Hello,

I am developing an android ime.
I would like to override android default behavior when the user long
press a hard key which is a popup.

The popup shows up if the method: boolean onKeyDown(int keyCode,
KeyEvent event) returns false.

Why is that?
Who is showing the popup?
