[Google Maps API v2] Is Google Maps API a suitable platform for what I want to do?

For my company, what I want to deliver is the ability to pass in two
addresses and retrieve the drive time between them. And I need to do
this for a million and a half address pairs, initially.

Can this be done with Google Maps API?

And can it be done from Sql Server TSQL?

About how much would it cost?
