[Rails] & character sumbitted from frontend appears as &

Hi,

I have a console that runs on ROR. When i submit an html content from
the frontend the '&' charater in the content appears as '&' in
the backend.
When I submit the same page again the charater appears as &
i.e. after every submit & is appended by amp;

Does anyone know how this is happening.
