It's not and I don't think anyone knows what it's for.

You need to upload an image to the Promotional Graphic section.

Why the Promotional Graphics that is now used in the new Market is NOT required, but this random, unexplained 512X512 icon IS required, is beyond me. Android Market Interns strike again!
