mode_rewrite problem

I checked '.htaccess file' and ensure 'RewriteEngine on'
Also made 'AllowOverride all' in http.conf file

But also my css and links are not working

is it due to windows vista, which is installed in my notebook now??

i heard somewhere , if there is Windows Vista operating system then we
have to rename all .htaccess file into htaccess.txt file...to enable
htacess....i tried it too, but same result

I am desperate for solution
