I'm not particularly familiar with sphinx, no idea what "delayed delta"
means, but if you're talking about the sphinx daemon itself, the usual
approach is to have a startup script in /etc/init.d/ . Take a look at the
other scripts there, it should be pretty obvious how to write one for
sphinx.
