You can check that right from the API, and there are a ton of examples around (google search is your friend, and you should have checked before asking).

However that doesn't actually mean you have a valid connection outside the network your on. For that you'r going to have to actually attempt to make a connection and transfer some data.

What you need depends on the level of detail you need about the availability of the network.
