Not officially, but

http://www.cyanogenmod.com/devices/htc-hero-gsm

will give you some of the 2.3 functionality (things like
the nfc tags that take special hardware won't work.)

I'll guess. You can develop an app in the emulator
with the SDK (on windows or osx or linux) and never
touch a phone depending on what you want to test.
