Custom locales, is it possible?

Hi all,

I'm incubating a project right now that may as well support i18n/l10n.
I've some experience in implementing this scenarios for an app used in
multiple countries. However, this app that I'm cooking right now may
require localization for dialects in a specific country.

I understand that other countries have multiple locales that are
recognized by the ISO, but what about a country that has many
dialects, and not all of them have ISO locale codes? Is there an
approved mechanism to add custom locales to Gettext, or do I need to
create a hack for that? A workflow using CakePHP + Gettext would be
nice, but if you have an answer in mind that's not specific to
CakePHP, then it's fine.
