With a PC in the loop, it might be possible by enabling usb debugging and using an adb port forward.  Or talking the new ADK protocol on 2.3.4+, or leveraging the tethering stuff.

But there would be substantial platform-specific pc-side software, configuration, and packaging work to do.

And it's not very clear what exactly the task to be accomplished is.
