Cant get a certain url ?

Hi Guys : I'm trying to retrieve data from some URLs in the Client. 

the first one is this : 

http://eutils.ncbi.nlm.nih.gov/entrez/eutils/esearch.fcgi?db=pubmed&retmode=xml&rettype=abstract&id=21698849+21647610+21610195+21545256

works just fine. response code 20.

however, if i change "esearch" to "efetch", the response code is 0 !!!!

This is a very strange bug.  I'm not even sure what a response code of 0 means ?
