I'm guessing you could add some sort of switch to a marker-creation
function, telling it that if wind==W use the left arrow .

Maybe Mike's example would be of interest to you, where he used the
one arrowhead and programmed its bearing (in this case to coincide
with the polyline, but the principle is there):
