Android is designed to keep applications around in a paused state unless it needs the memory back. If it does need memory from currently paused applications, it will close them to free up the required memory. This is to make sure the user can move around faster and provide a better user experience.
What you are seeing is normal and you don't have to worry about closing background windows as Android will handle it for you when it needs to.
