contrib.auth tests - not respecting TEMPLATE_DIRS?

I'm running the contrib.auth tests in a situation where I have a
signal hook on login which uses a template.

Strangely, when I run the full test suite, I find that in state, the
global template dirs contains only
"/django/contrib/auth/tests/templates" and not the directory (or -ies)
specified in the TEMPLATE_DIRS setting.

The same code is executed just fine in production.
