[Google Maps API v2] Custom Icon hyphens in filename

I just had an issue using custom icons off my own server for a static
map but the icon would not work until I removed the hyphen from its
filename.

I had already urlencoded the URL for the icon but hyphens don't get
encoded.

Is this behaviour by design or a bug?
