[Rails] Pop up Box-Rails 1.2.4

Hi Currently I am working on old app which uses a Rails 1.2.4.I need
Pop up box when Page load and it should not be blocked by PoP up
Blocker of Browser.And also it should be display for all pages in
bottom of page.Anybody Help me.Thanks in Advance...
