You already solved your problem by using a WebView instead of the Browser app.

I found the same issue:

You cannot launch an external browser (the Browser app at least) using an Intent for a URL with the "file:" scheme. I guess it's a security issue. You can type into the browser a "file://...." URL manually, but the Browser app's Intents won't allow you to launch it with such a URL.
