[Google Maps API v2] Obtaining_key?

I was and I am using it only locally, i.e. from hard disk file C:/
SISCAP file, which uses the Google Maps. I download from www.odepa.cl.
That program it is version 2, no have upgrade or similar. Suddenly
febr 1, I can not access and showme this message:

But now it doesn't work anymore? or the owner, link ODEPA, must gets
the new key? when they do it, is it working again? because siscap
program is version2.
