Help needed for developing ACL

I am new to cakePHP. Please give me guidelines or your suggestions to
create and work with ACL.

Below is my requirement.

1. Registered user
2. Moderator
3. Supervisor
4. Admin

Here admin or supervisor will assign permissions to moderator or
registered user.
