[android-developers] what will happen when android (application layer) is crushed and modem (firmware ) layer is still alive

Dear Experts: 

When android framework is not response to user and it hangs. does this considered it is crashing on android and modem part is alive ( there are two layers- modem which is called firmware and android - application layer ).
