django structure and basic flow

I am confused that different tutorial gives different method of doing
things. I want to know how to setup basic cms site,
what folder should I create, sometime people create apps, sometimes
they don't.

How do I put this in order?
1.url
2. view
3.model
4. template
5. admin
6. settings

Is that the way to structure the project?

is there anyone can help and guide me. just want to create people to
input on admin and output on the template?
