Field.localize=True effective only if USE_L10N=True as well?

Hi all,

using Django 1.3, in a form like

class SomeForm(forms.Form):
Stunden = forms.DecimalField(localize=True, ...)

it seems that localize=True is only effective if in the settings.py
USE_L10N = True as well.

Is that correct?
