Of course you can. You can ask for all kinds of Android application-programming help. You can discuss all kinds of Android application-programming issues. I don't find any such rule as you describe anywhere, and I looked after reacting in shocked surprise to your post. Can you cite where you found this rule, please?

Jane, tic-tac-toe is a standard student problem, and is well documented. Find an algorithm and translate it to Java, then build it into an APK and mount it on your device.
