twitter: [android-developers] TAG error in loaderror.html

Dear masters,

I found the HTML files in "android\frameworks\base\core\res\res\raw"
from ICS.
loaderror.html and nodomain.html.

those file looks like have a tag error.
the structure is weird. body tag are in head tag like this.
<head><body></body></head>

is this normal?
web page loads perfectly.
