Not possible. You cannot add the request LVL permission to a free app.

Stupid me... I should have remembered that (but it WAS a long time ago).  The annoying thing is that you can get ALL the way up to publishing on the Market... And when you try to upload it tells you that you can't have the LVL permission because your app is free.
