After googling a bit for VAT threshold, I soon found the following:
VAT registration threshold removed for non UK-established companies
From 1st December 2012, the VAT registration threshold for companies
which are not established in the UK will be removed. This means that
all businesses making taxable supplies within the UK must register for
VAT, regardless of the amounts involved. Many other EU states operate
a similar policy for businesses not established in their countries.
This change may have an impact on overseas businesses making one-off
supplies to the UK market.
