[Google Maps API v2] Static map API issues

It seems that the API is constantly getting throttled.

Is there a way to pay for an extended license?

I know you can do that with the JS API, is there a way with the static image API?

I didn't see any info on https://developers.google.com/maps/documentation/staticmaps/#Limits
