I had noticed that.
The closest I could find that can answer my question is this link.

Where the author says there was no trouble having multiple accounts under one physical name.
So I guess I can have a second account under my name.
But I would so much like to know if I am still at risk if I had one suspended before.

Unfortunately getting answers from the Google Play team does not
really seem to be possible.
