[android-developers] Why the WifiManager.startScan() method requires permission CHANGE_WIFI_STATE

The thing that worries me is that the startScan() method also requires
permission android.permission.CHANGE_WIFI_STATE.

If you just do a scan, and will not change the wifi settings.
