From the way your email is worded, I think you are looking at doing this the wrong way.

Look at using something like BulkSMS - or an SMS USB device.

Don't start trying to figure out how SMPP and SS7 works, you'll only give yourself a head ache and it absolutely wouldn't be relevant to you.
